Scheme Introduction

MLA Local Area Development scheme is a scheme that enables an MLA to undertake certain minor development works in his/her constituency through an amount earmarked for the same purpose which is called the MLA LAD Fund. This fund is allocated to the respective MLA on an annual basis to the tune of 2 crores per annum. The MLA, in consonance with the Deputy Commissioner, undertakes various development works in his/her constituency based on local needs and is assisted by the line departments like the PWD, PHE, Health etc. The Transformation & Development Department, Govt. of Assam oversees this scheme throughout the state of Assam. 

Scheme Objectives

The broad objectives of the scheme are as follows:

1. Addressing of locally felt development shortcomings
2. Creation of durable assets for public welfare
3. Enhancement of local infrastructure
4. Creation of goodwill in the constituency

Implementation in Dima Hasao

The implementation mechanism for MLA LAD Scheme in Dima Hasao is identical to those that are prevalent in other districts of Assam. The local MLA sends proposals for projects to be undertaken in his/her constituency under this scheme to the Deputy Commissioner who then intimates the line departments to prepare a project execution plan. The tenders are called for by the concerned line departments under whose fields of expertise the proposed projects lie and work orders are issued by them accordingly. The monitoring of projects undertaken under this scheme is performed by a monitoring committee that includes the incumbent MLA, Deputy Commissioner and officers from the concerned line departments of Dima Hasao as well as officials and representatives from the North Cachar Hills Autonomous Council.
